For recertification to work in EmpowerID following steps are needed.

1. Pre-requisite jobs should be started and running

2. Create recertification policy

3. Add target(s) to recertification policy

4. Create recertification audit

5. Add recertification policy(s) to recertification audit

6. Enable and compile the audit

7. Check business requests are generated

8. Check fulfillment is done

9. Verify the result of recertification
