How to assign license bundles
On the navbar, expand Azure License Manager and select Manage Assignments.
Select the License Bundles tab and search for the license bundle to which you want to add the assignee.
Click the License Bundle link for the target bundle.

On the General tab of the License Bundle Details page, click the Add button in the License Assignees accordion

Select the EmpowerID actor type from which you want to make an assignee from the Which Type of Assignee for this Policy drop-down.

License assignments are processed by the Fulfillment Queue, which is a Daemon job that runs in the background. Once the Fulfillment Queue grabs the assignments, you can view the process status in the Fulfillment Queue Accordion of the Fulfillment tab on this page. From start to finish, it takes the queue approximately 10 minutes to complete license assignments.
