Attribute policies are policies that allow you to automate the flow of attribute values of any person and flow those attributes to that Person's linked accounts. These linked accounts could be in external account stores belonging to a target of the policy. It is also referred as default attribute values policies.
Default Attribute Values policies can be targeted against any number or combination of management roles, groups, business roles and locations. It can also be used for query-based collections and individual people.
For example, you may create a attributes policy for the title attribute be set to "contractor" and then assign the policy to a "contractors" group. Then EmpowerID sets the title attribute to contractor for each person in that group and then flow those changes to the corresponding attribute on each person's user account.
